If the scrollbar is disappearing consistently, an additional thing to check is whether the issue is tied to your current Outlook or browser display settings rather than Windows scrollbar behavior itself.
Try resetting the page zoom level:
- Open Outlook/Hotmail.
- Press Ctrl + 0 to restore the browser zoom to 100%.
- Refresh the page and check whether the scrollbar remains visible.
If the issue only occurs in one browser:
- Open Outlook in a different browser or an InPrivate/Incognito window.
- If the scrollbar appears normally there, temporarily disable browser extensions (especially UI customization, ad-blocking, or accessibility add-ins) and test again.
