If you were able to send your newsletter to 104 recipients in previous months, that number alone would not normally be expected to trigger a recipient limit. However, Outlook.com can apply temporary sending restrictions or lower sending quotas based on account activity, usage history, or account reputation. Since you mentioned that you are now unable to send even a message to a single friend, the issue may be related to your account's ability to send mail rather than the number of newsletter recipients.

- Are you using an Outlook.com, Hotmail, Live, MSN, or Microsoft 365 email account?
- What is the exact error message you receive when sending?
- Are you sending from Outlook on the web or from an Outlook desktop/mobile app?
- Can you send successfully from Outlook on the web (if you normally use the app)?
