Regaining access to my billing account

I have a credit card attached to my account that isn't mine and I can't remove it because it is attached to an Azure subscription. I can't log into Azure because I'm not a "Tenant" I need help figuring out how to get support to remove the card and get access to my account. Otherwise I need help figuring out how to get support from Azure to do this.
