Please help us verify the billing tier and model-quota entitlement for an existing Microsoft for Startups Azure sponsorship.

Environment:

  • Subscription offer: Sponsored_2016-01-01
  • Support plan: Developer
  • Existing sponsorship: Yes
  • Startup credit: USD 5,000, expiring May 29, 2027
  • Spending limit: Off
  • Billing profile: Active, with a valid payment card attached
  • Azure OpenAI resource: aoai-clinics-prod-secentral06

We expect eligible Azure consumption to use the startup credit first and the attached card only after the credit is exhausted or expires. Is that billing setup correct for paid Microsoft Foundry inference?

Microsoft Foundry currently reports the subscription as Free Tier. Automatic tier upgrades are enabled, but no eligibility result is shown. The resource lists GPT-5.5, GPT-5.6 Luna, GPT-5.6 Terra, and GPT-5.6 Sol with Data Zone Standard support in Sweden Central. However, the subscription quota limit for each of those model/deployment combinations is zero. We checked the supported Azure regions and found the same zero quota. Recent quota requests for the GPT-5.6 models were denied.

Our applications process healthcare and patient information, so inference must remain within the European Union Data Zone. and we want access to these models:

  • GPT-5.6 Sol

  1. Are the sponsorship billing setup, Foundry tier, Sweden Central resource type, and quota request correct?
