I think the VM reservations can be ended now. Azure just keeps the same reservation order you bought, with the remaining paid term, and you check the order is refundable, confirm the refund fits under the 50k USD / 12‑month cap, and make sure your role can use Return. If Return isn’t shown, Azure billing‑support handles that order.

yes you can cancel these yourself, you don't need to wait until April 2027. The fact that the underlying VMs are already deleted doesn't block this, reservations are billing constructs independent of whether a VM still exists.

Steps:

Go to the Azure portal, search for Reservations, and open the Reservations list. Select the first RI you want to cancel, then choose Return (this may show as Refund depending on where you access it). Pick a reason for the return, review the refund amount shown, and confirm. Repeat the same steps for the second RI.

A few things to know before you do this:

There's currently no early termination fee for cancellations, Microsoft has said they might introduce a 12% fee in the future but will give at least 6 months notice before that happens, so right now cancellation is fee free.

The refund amount is prorated based on the remaining term, calculated at the lower of your original purchase price or the current price of that reservation.

There's a cap: the total value of reservations you cancel can't exceed 50,000 USD in a rolling 12 month window, per billing profile or EA enrollment. If your 2 RIs are well under that combined, you're fine.

You need to be the reservation order owner or have Reservation administrator access to process the return yourself. If you don't have that role, someone with owner access on the reservation will need to do it, or you can request access first.
