Where are you trying to access Hotmail on the laptop: Outlook in a web browser, the Outlook app, or another Mail app?
Since Hotmail works on your iPhone, the account itself is likely still accessible.
On your laptop, first try signing in directly here: https://outlook.live.com/mail
If it still does not work, try a private/incognito browser window or a different browser.

- What happens when you try to open or sign in?
