For Azure DevOps organizations on the free tier, Microsoft-hosted parallel jobs are not always enabled by default. In many cases, the organization must complete the Azure DevOps entitlement process, which may include adding billing information before Microsoft-hosted agents become available.
If you prefer not to provide billing or credit card details, you can use a self-hosted agent as an alternative. Self-hosted agents can run Azure Pipelines without consuming Microsoft-hosted parallel job capacity and do not require a billing account.
Based on the current Azure DevOps entitlement model, there is no documented alternative method to enable Microsoft-hosted parallel jobs without meeting the organization's entitlement requirements.
