I installed the keyboard manager of one of my Win 11 PCs. Is there a way I can copy the keyboard changes to another Win 11 PC. Maybe copy the file from the installed PC to location on the other PC

Make sure you do this while PowerToys is completely exited on both computers.

Hold down Win+R keys, put in this location path

%LOCALAPPDATA%\Microsoft\PowerToys\Keyboard Manager

Press Enter, and when the folder opens, copy the file "default.json" from the old computer to the new computer, in the same location. Then restart afterwards to test it.
