kb5120998 updated but restart flag didn't clear

I ran windows update to install kb5120998. It completed and requested a restart. I did the restart but it keeps returning with the check for updates button still says restart. for some reason the restart process isn't clearing the restart flag in the registry.

How can I fix this problem. Yes, I did try to uninstall it, but that didn't work either.

what can I do to fix this problem?

    Hi, good day!

    Microsoft has begun implementing and releasing Optional preview updates that are typically released on the 3rd or 4th week of every month. These updates allow admins to test the patch before its mandatory launch on Patch Tuesday (2nd week of the month). If you are not experiencing any issues with your system, there is no need to install the preview update.

    Please check if you can still use the “Show or Hide Updates” troubleshooter to hide the preview update. Window Update won’t install hidden drivers or updates. Run the troubleshooter then please try to hide KB5120998 update if it appears. You may try restarting your pc if it helps.
