Using New Outlook on Windows for personal email, calendar, and contact management
This usually happens when the contacts edited on the laptop are stored under the Gmail contact list or a local Outlook data file, rather than the Microsoft account that the iPhone is displaying. Outlook mobile does not currently support contact sync for Gmail accounts.
Besides the solutions provided by the Q&A Assist, here are some suggestions you can try:
Sign in to Outlook People using the same Microsoft account and check whether the updated contact appears there. If it does not, open Outlook on the laptop, select People, and confirm which account or Contacts folder contains it. Contacts saved only in a local folder will not reach the phone.
On the iPhone, open Contacts, select Lists in the upper-left corner, and make sure the Outlook or Microsoft contact list is selected. The contact may already be synced but hidden because only the Gmail list is displayed.
Open Outlook on the iPhone and leave it running in the foreground for several minutes, preferably while the phone is charging. iOS may pause contact exporting in the background, so synchronization sometimes does not finish until Outlook remains open.
If the updated contact appears online but still not on the iPhone, use Help & Feedback > Contact Support inside the Outlook app.
