New team member with new license can't access APPs

As Admin, I am trying to send my new team member an email link to download the apps, but it only shows my license as having access to the apps.

    If the new team member has already been assigned a Microsoft 365 license, they normally do not need an email invitation from the admin to download the apps.

    Please ask the user to sign in directly at https://m365.cloud.microsoft/apps using their work account, then select Install apps in the upper-right corner.
