Account flagged ineligible for Azure free trial, now also blocked from Microsoft for Startups credits — all support links loop back to same error

I'm a first-time founder applying to Microsoft for Startups Founders Hub for my company HealthRaksha (healthraksha.in).
Sequence of what happened:
- During Azure Pay-As-You-Go signup, my first card was declined ("Check with your bank. Your bank couldn't authorize this payment method"). This happened a few times while troubleshooting the card with my bank.
- After that, I got: "You're not eligible for an Azure free account."
- I successfully signed up for Azure with Pay-As-You-Go pricing on a different, now-authorized card instead.
- When I then tried to access Microsoft for Startups (startups.microsoft.com) with the same account to apply for the credits, I get: "This account can't be used for Microsoft for Startups credits. Sign in with an eligible Microsoft account to access this offer."
- I have never previously redeemed any Azure free trial or Startups credit on this account.
I've tried all of the following, and every one either loops back to the same blocked Startups page or fails to load a working ticket form:
- Azure portal Help + support (no "Create" button visible under All support requests)

- aka.ms/startuphelp-mfs-portal
- portal.startups.microsoft.com "?" support chat
