exact timing of converting to Standard SSDs on 8 September 2028

According to the announcement below, OS disks running on Standard HDD will be automatically converted to Standard SSDs of equivalent size after 8 September 2028. I would like to know when this convert exactly happens. Will disks be converted at the very start of September 8? If it is, is "8 September 2028" UTC?

On 8 September 2028, we'll be retiring OS disks on the Azure managed disk type Standard HDD. To avoid disruptions, transition to Standard SSD or Premium SSD OS disks before that date. Review our guidance to help you choose the right disk type for your needs.

You can continue to use Standard HDD OS disks without disruption until the retirement date. After 8 September 2028, OS disks running on Standard HDD will be automatically converted to Standard SSDs of equivalent size. Services not relying on Standard HDD OS disks will remain unaffected by this retirement."

Azure schedules service retirements and automatic backend operations using UTC, typically beginning at 00:00 UTC on the stated date. However, automatic rollouts for large-scale infrastructure changes happen progressively rather than as an instantaneous global switch at exactly 00:00:00 UTC.

The retirement and subsequent automated processes take effect immediately after the date passes, meaning the very start of 8 September 2028 (00:00 UTC) marks the end of the support window.
