Outlook.com intermittently not receiving emails from multiple legitimate senders

My Outlook.com address is intermittently failing to receive emails from multiple unrelated legitimate senders. The missing emails do not appear in my Inbox, Junk, Deleted Items or Outlook.com on the web.

This has occurred with multiple unrelated organisations. In one instance, a library scanner sent the same document simultaneously to my Outlook.com address and my work email address. It arrived at my work address but never arrived in Outlook.com.

I have confirmed there are no blocked senders, no inbox rules, no forwarding, junk handling is set to Standard and my mailbox is well below its storage limit. The desktop Outlook application and Outlook.com on the web show the same messages.

One organisation (my insurance company) has advised that it is unable to deliver email to my address and now sends my policy documents by post.

As this is occurring with multiple unrelated senders and the messages are not reaching the Junk folder, could this indicate that some incoming messages are being rejected or suppressed at the Outlook.com server level? Is there a way for Microsoft to investigate failed inbound delivery to my account?

Yes. If messages from multiple unrelated senders never appear in Inbox, Junk, Deleted Items, or Outlook.com on the web, and blocked senders, rules, forwarding, and storage have already been checked, the issue can be upstream of the mailbox and may require Microsoft to review mail delivery for the account.

    Supported checks for Outlook.com are:

    1. Check the Other tab in case Focused Inbox is separating messages.
    2. Reconfirm Settings > Mail > Junk email and the Junk Email folder.
    3. Reconfirm there are no Rules or Forwarding settings affecting delivery.
    4. Ask one affected sender to send a fresh test message and provide the complete non-delivery report if one is returned.

The available guidance also shows that some delivery failures are caused by sender-side authentication or reputation issues. For example, Outlook.com can reject mail when the sender domain does not meet required authentication. In those cases, the sender must correct their mail configuration.

Because the problem is affecting multiple unrelated senders and the messages are not visible anywhere in the mailbox, the next step is to contact Outlook.com support so the account and mail delivery can be reviewed:

    1. Sign in to Outlook.com.
    2. Select the ? icon at the top of the Outlook.com window.
    3. In the Help pane, search for cannot receive emails.
    4. Scroll to Still need help? and select Yes.
    5. Choose Chat with a support agent in your web browser.
    6. Submit the request and include:
      • that the issue occurs across Outlook desktop and Outlook.com on the web,
      • that blocked senders, rules, forwarding, junk settings, and storage have already been checked,
      • examples of multiple affected senders,
      • any full bounce/NDR text from senders that receive a rejection.

If a sender reports a rejection, that rejection text is the strongest evidence for whether Outlook.com is refusing the message before it reaches the mailbox.
