Error Message: Explorer.exe Class not registered

I am attempting to open applications from my task bar. I can open File Explorer and Microsoft Edge. For everything else, I am receiving the error message "Explorer.exe Class not registered."

I cannot open anything else on the task bar.

When I enter File Explorer and attempt to open PowerShell as administrator, I am prompted with a window asking me if I want to allow changes to my device. I select "yes" and the window disappears, but nothing happens and no other windows open.

Please help!
