Blocked from Submitting Support Ticket: AADSTS16000 & "No Access Permission" Errors when Requesting Azure for Students Manual Verification

Dear Microsoft Azure Support Team,

I am a full-time university student in China and I am trying to apply for the Azure for Students subscription ($100 credit, no credit card required).

I am currently completely blocked by both the verification process and the portal support system:

1. Verification Obstacle:

  • My university does not provide .edu email addresses, and I cannot complete verification via GitHub Student Developer Pack.
  • However, I possess the official Online Verification Report of Higher Education Student Record from CHSI (中国高等教育学生信息网 - 学信网) with a valid online verification code and QR code, along with my valid Student ID card.

2. Complete Lockout in Azure Portal Support:

When I try to raise a support ticket in the Azure Portal to request manual verification, I encounter the following blocking errors:

  1. Token Retrieval Error (AADSTS16000):

    interaction_required: AADSTS16000: User account from identity provider 'live.com' does not exist in tenant 'Microsoft Services' and cannot access the application 'e6694c91-1590-4e35-9bb7-b865c638b9c1' (Microsoft_Azure_SupportPortalExtension) in that tenant.

  2. Permission Denied on Support Form: After dismissing the popup, the service selection field is disabled and shows the error:

    "You do not have access permissions, cannot view services. Please check your account permissions." (你没有访问权限,无法查看服务。请检查你的帐户权限。)

Because my personal account lacks an associated Entra ID tenant/active subscription, I am completely unable to create a support request through the portal.

Could a Microsoft engineer or support representative please assist in opening a support case on the backend or initiate a Private Message channel so I can submit my CHSI verification documents for manual approval?

    The AADSTS16000 error is consistent with signing into Azure with a personal Microsoft account (live.com) that lands in the restricted “Microsoft Services” tenant. That tenant doesn't provide the directory/subscription permissions the Azure Support portal requires, which also explains the “You do not have access permissions” message. Microsoft moderators have documented the same behavior with personal accounts.

    This appears to be a support access issue that occurs before your Azure for Students eligibility can be reviewed, rather than evidence that your CHSI documentation has been rejected.

    Since you can't create a support request through the portal, keep this Q&A thread open so Microsoft staff/moderators can help escalate it or request the required information through a private channel. Do not post your CHSI report, student ID, QR code, email address, or other verification documents publicly here.

    Also, I don't recommend creating/purchasing a normal Azure subscription simply to get around the support portal. The actual requirement is to resolve the Azure for Students verification/account onboarding issue.

    Your request for a Microsoft moderator to route this to the appropriate Azure subscription/verification team is reasonable, given that the normal support path is currently inaccessible.
