Since both licenses are tied to the same Microsoft account, Office can automatically select the Microsoft 365 subscription after restarting. Perpetual activation also depends on the macOS licensing helper, so a damaged or outdated helper may prevent the Office 2021 choice from being retained.
Besides the solutions provided by the Q&A Assist, here are some suggestions you can try:
Quit every Office app, including OneNote and Outlook.
Download and reinstall the latest Office licensing helper, then restart the Mac. The helper provides device-wide activation for perpetual licenses such as Office Home & Business 2021.
Open Word, sign out of the Microsoft 365 identity shown in the app, quit Word completely with Command + Q, and reopen it.
Activate again and choose Office Home & Business 2021. Avoid signing the Microsoft 365 account back into Office afterward if it is a different account, because that sign-in may apply its subscription license again.
If both products belong to the same account and Office still changes licenses, contact Microsoft Support and request an activation review for the Office 2021 device binding. This likely needs an account-side correction rather than another reinstall.
