I tried to use my personal hotmail email to sign in to azure, but was rejected with a screen like in the screenshot. More than 10 years ago I was employed by Microsoft and was working in Azure team, and I believe at that time I associated my personal email with some azure product testing. The billing was to my personal credit card and I was able to continue using Azure for more than 10 years. Recently this screen's sign in error happened.

Also I was not able to contact Azure support at all due to refused at the very first sign in step.

This can happen when the Azure sign-in is tied to a Microsoft Entra tenant and the account can no longer complete the tenant’s authentication requirements.

    Try these steps in order:

    1. Use a private browser session first.
      • Open an InPrivate or Incognito window.
      • Try signing in to the Azure portal again.
      • This helps if the browser is automatically using a different cached account.
    2. Clear browser cache and cookies if the problem continues.
      • In Edge: Settings > Privacy and Services > Clear Browsing Data.
      • Make sure Browsing history, Download history, Cookies, and Cached images and files are selected, then delete them.
    3. If the issue is with the Microsoft account itself, use the Microsoft account recovery and sign-in tools.
      • Account recovery: Recover your account
      • Sign-in helper: Sign-in helper
      • Also verify the sign-in name is correct, including the email domain such as .com vs .co.uk, and try any alternate alias or phone number on the account.
    4. If the Azure sign-in is failing only for that Azure tenant, the likely fix is to reset MFA from another Global Administrator account in that tenant.
      • In the Microsoft Entra admin center, go to Identity > Users > All users.
      • Select the affected user.
      • Open Authentication methods.
      • Select Require re-register MFA.
      • Then sign in again and register a new MFA method.
    5. If no other Global Administrator can access the tenant, this becomes a tenant lockout scenario.
      • In that case, a support request is needed to restore access.
      • If sign-in to the Azure portal is blocked, use the support path for users who can’t sign in to the Azure portal.

If the account is a personal Microsoft account for general Microsoft services, use the Microsoft account help flow. If the problem is specifically Azure portal access for an old tenant association, the tenant admin or Azure support path is the relevant route.
