If the restart took about an hour, that can still be normal for some Windows update scenarios. In one documented case, Windows can appear stuck during restart for about 15 minutes and then continue, and on some Surface reset scenarios the process can take up to 10 hours. During update or reset processing, do not turn off or restart the device unless it is clearly no longer progressing.
For help with the issue now:
If Windows is still not responding, open Task Manager with Ctrl+Shift+Esc.
If this was related to a recent update and the computer now behaves badly afterward, Windows provides an uninstall path for recent updates: Settings > Windows Update > Advanced options > View installed update history > Uninstall updates. A restart is required after uninstalling an update.
If the problem is specifically that Windows keeps saying the computer must be restarted, restart it again. If the same message continues after two or three restarts, try reinstalling any recently installed programs or Windows updates. Do not manually delete or change Windows Registry keys to work around that issue, because that can cause later problems.
