Reported on this for 4 months now in feedback hub and windows insider When will Microsoft fix the annoying notification pop up window that Defender Antivirus is turned off, even though if you go to services.msc it clearly shows that it is running?

Microsoft is already aware of this issue and they are working on to fix this issue.
