Problem description

I am attempting to deploy the Claude-Opus-5 model in Azure AI Foundry, but each deployment attempt fails immediately with an error indicating the request is detected as unusual activity for my account. The error message states: "Failed to create deployment. Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support." This issue began on 2026-09-01 at 11:37:36 UTC and prevents any new deployments from being created.

Environment

Service: Azure AI Foundry, Region: East US 2, Subscription Tier: Pay-As-You-Go, Resource: xxxxxxxx-resource, Resource group: xxxxx-xxafzal8651-9575.

What I've already tried

I have attempted multiple deployment attempts through the portal, each failing with the same error. An initial support review checked the case history and diagnostic records; no prior logs or related entries were found. I have also waited over 2 hours since the error occurred, but the issue persists.

Current status

The deployment error continues on every attempt. I am seeking guidance on how to resolve this issue, including whether account restrictions, or security flags are causing the problem, and what steps I can take to clear any false-positive flags or wait for automatic security measures to reset.

"Our system has detected this request as unusual activity for your account."

is generally not a model quota, RBAC, or deployment configuration issue. Microsoft has identified this error as a service-side security/fraud protection signal that can block model deployments and requires review by the appropriate internal team in this case @Pavan Kumar Purilla will help you .

Avoid repeatedly retrying the deployment, as this is unlikely to clear the restriction.

Confirm that your Azure subscription is active and has a valid billing profile.

If you are using a VPN, proxy, or automated environment, try once from the Azure/Foundry portal using a normal network.
