Problem description

I am attempting to deploy the Claude-Opus-5 model in Azure AI Foundry, but each deployment attempt fails immediately with an error indicating the request is detected as unusual activity for my account. The error message states: "Failed to create deployment. Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support." This issue began on 2026-09-01 at 11:37:36 UTC and prevents any new deployments from being created.

Service: Azure AI Foundry, Region: East US 2, Subscription Tier: Pay-As-You-Go, Resource: xxxxxxxx-resource, Resource group: xxxxx-xxafzal8651-9575.

What I've already tried

I have attempted multiple deployment attempts through the portal, each failing with the same error. An initial support review checked the case history and diagnostic records; no prior logs or related entries were found. I have also waited over 2 hours since the error occurred, but the issue persists.
