Task manager UI delay and constant SSD use on normal task.

Windows 11 Task Manager UI is delayed even after clean installation, HP Recovery, driver reinstall, and BIOS rollback — what could be causing it?

I have an HP Victus 15-fb0050AX running Windows 11 25H2. Task Manager takes several seconds to load/render its UI even though Windows itself remains responsive.

I have already tried:

• Windows Reset
• Clean Windows installation
• HP Cloud Recovery factory image
• Reinstalled HP AMD graphics/chipset drivers
• Reinstalled NVIDIA drivers
• Tested BIOS F.26, F.24 and F.23
• The problem is identical on all three BIOS versions.

HP Recovery fixed a previous Windows Search delay, but Task Manager is still delayed.

I also experience unusually high SSD activity while idle, sometimes around 200–400 MB/s, and Windows occasionally fails to detect/read the battery correctly.

Since the problem survives Windows reinstallation, HP Recovery, driver reinstallations, and multiple BIOS versions, what Windows component should I investigate next?

Could this be related to WMI, Performance Counters, ETW, a hardware-monitoring provider, ACPI/power management, or a Windows service/driver?

What Microsoft-supported diagnostic should I use to capture what Task Manager is waiting for during the delay, preferably WPR/WPA or another tracing tool, rather than reinstalling Windows or changing BIOS again?

Also, how can I determine whether the 200–400 MB/s SSD activity is related to the Task Manager delay?
