For OneNote files that open for some notebooks but stay stuck loading for others, the supported causes in this scenario are usually sync, storage, permission, or notebook-location issues.
Try this in order:
- Check whether the affected notebook opens in OneNote for the web at https://www.onenote.com.
- If it opens there, the notebook itself is available and the issue is likely with the app connection or sync state.
- If it does not open there, the problem is more likely with permissions, the server, or the notebook source.
- If the notebook opens in the web app, close and reopen that notebook in OneNote.
- On Mac, the documented path is Notebooks > Notebooks > Close This Notebook, then reopen it from the web using Open in OneNote.
- This is recommended because reopening can reset the connection and resync the notebook.
- Check sync status for the affected notebook.
- In the OneNote desktop app, go to File > Info > View Sync Status.
- Look for any warning icon or error code on the notebook that will not load.
- Verify internet connectivity and service health.
- A reliable internet connection is required for notes to sync correctly.
- If the notebook is stored on OneDrive, check the Microsoft 365 service status page for outages.
- Check storage quota.
- If OneDrive storage is full, documents and notebooks may not save or sync correctly until storage is freed.
- If the notebook is on SharePoint, a storage quota issue must be resolved by the SharePoint or IT administrator.
- Also check available disk space on the device, because OneNote caches notebooks locally.
- Confirm access permissions if only specific notebooks are affected.
- If a notebook was shared through OneDrive or OneDrive for Business, loading can fail if permission to open and edit it was removed.
- If the notebook was moved manually, verify its location.
- OneNote notebooks can have problems if they were manually moved out of the default location or dragged into OneDrive instead of being properly moved.
- If a notebook does not appear where expected, sign in to OneDrive in a browser and search for it.
Important: signing out of OneNote, removing the app, or reinstalling it is not recommended during sync troubleshooting because that can cause data loss.
If the issue is specifically error 0xE0000007, closing and reopening the notebook is a documented option, but only if there is a recent backup. That step can cause loss of unsynced changes.
