My xbox controller is acting like a mouse and I have no idea what I can do to fix it

Currently, my Xbox controllers are being treated as Mice for some weird reason. It worked fine this morning while playing edge version of cloud gaming but started after. I don't have steam. I reset my computer, updated it, turned the controller off and on, I tried to see if my computer was treating it like a mouse in the settings (It wasn't. Didn't even show up). I switched controllers to learn the same thing happened to that one. I don't know how to fix it. If anyone knows what I could do, please let me know! Thank you in advance. (I'll try to reply if it fixes itself somehow)

Have tried multiple controllers, wired (multiple ports), and wireless.
After a couple of reboots and a windows update it did magically seem to work again, but only for a short time.
One thing I have discovered, it's not behaving this way everywhere.
Like a controller: Settings, windows explorer, clock, calculator
Like a mouse: Chrome, Edge, Microsoft store app

Edit:
I had previously only tried my Gamesir G7 controller wired and using the wireless dongle. I tried connecting it using bluetooth, that behaved properly on the Xbox cloud gaming home screen, but once I loaded into game it still behaved like a controller but the button mapping was all wrong! Regular Xbox controller connected with bluetooth still behaved like a mouse.

Didn't expect to find a thread this fresh... odd bug.

Just like Spinger, my controller works fine for things like steam games, but when I have a browser open, the controller acts like a mouse. Controller isn't being recognized by Xbox Cloud Gaming in browser, but is recognized in the Xbox app. Unfortunately the Xbox app has a handle leak that crashes my computer!

Edit: Installed an optional windows update preview that fixed it for me.

found the problem, hit windows key + G go to the settings, go to more settings, go to input and turn off gamepad cursor

This has been driving me nuts for a couple of days now. Thank you for posting. My only question is what turns on that feature. I turned it off but it seems to randomly turn back on.
