I keep getting an error on my desktop to "Refresh the application," which does not work. Additionally, the app on my mobile device is not receiving messages, as I attempted to email myself. Thanks.

Other users are reporting the same issue, which could be a server-side error. There is currently an Exchange error, and multiple users are also reporting Outlook outages.

The link above is not an official Microsoft site; however, it is related to the post on the official X page reporting the outage.

For Outlook.com, this combination of symptoms can be caused by either a service issue or an account/device sync problem.

    1. Check whether Outlook.com is currently having an outage. When access fails on desktop and mobile at the same time, a service issue is a common cause.
    2. Check whether Microsoft cloud storage is full. If storage is full, Outlook.com cannot send or receive email, and messages sent during that time can bounce back to the sender and are unrecoverable.
    3. If the account password was changed recently, update it on the affected devices. Outlook.com can also temporarily block the account after unusual sign-in activity.
    4. If the mobile app is the Outlook mobile app, try a local reset:
      • Open Outlook > Settings > select the email account > Reset Account.
      • If that does not help, delete and re-add the account from the device.
    5. If only one mobile device is failing to sync, remove the device partnership and recreate it:
      • In Outlook.com, go to Settings > General > Mobile devices.
      • Select the device and delete the device partnership.
      • Select Save.
      • Power off the mobile device completely, restart it, and sync the mailbox again.
    6. In Outlook.com on the web, also check for mailbox conditions that can hide mail:
      • Other tab
      • Junk Email settings and folder
      • Filter > Sort > Date
      • Email forwarding
      • Email rules

If the problem is happening across browser, desktop, and mobile at the same time, the strongest match is a current Outlook service issue or an account-level problem rather than a single app issue.
