I understand OneNote on your Android phone remains offline with error code 9hehw, while your notebooks still open elsewhere and Sticky Notes are missing.
The OneNote sign-in issue does not appear to be isolated. I have recently seen multiple users report the same issue, including posts in different languages.

For now, I suggest using OneNote for the web as a temporary workaround. Regarding the Sticky Notes issue, open Outlook on the web using the same Microsoft account, then select the Notes folder. Check whether the missing Sticky Notes appear there. This helps confirm whether they were previously synced online or remained only on the phone.
Please also submit feedback through Microsoft Feedback Portal. You can vote for an existing report describing the same issue or submit a new one and include the error tag 9hehw, a screenshot, the app version, and the Android version. This can be directed to the relevant product team for investigation.
