Windows 11 24H2 Insider Preview fails to upgrade to the normal/stable Windows 11 24H2 release

Hey,

I am currently running a Windows 11 24H2 Insider Preview build, and I am trying to move back to the normal/stable Windows 11 24H2 release without performing a clean installation.

I have already attempted an in-place upgrade using a Windows 11 24H2 ISO created using UUP Dump, but the upgrade failed with 0xC1900101.

The detailed error is:

  • 0xC1900101-0x20017 — The installation failed during the SAFE_OS phase with an error during the BOOT operation.
  • I have also noticed some other unusual Windows issues:
  • DISM /RestoreHealth → fails with 0x800F0915
  • SFC /scannow → finds corrupt files but cannot repair some of them
  • Windows 11 24H2 in-place upgrade using the UUP Dump ISO → fails with 0xC1900101-0x20017 (SAFE_OS/BOOT)

Every time I open Task Manager, I am prompted by User Account Control (UAC) to allow it to run, even though I am using my normal Windows account.

Device Manager and some other administrative tools sometimes refuse to open and display a message saying that Windows is restricting/blocking access to the application.

The affected applications include MMC.exe (Microsoft Management Console) or tools that use MMC.

As a workaround, I have been able to open some of these programs by launching them through Task Manager with administrative privileges.

These issues make me wonder whether there is an underlying problem with Windows system files, permissions, UAC, MMC, or the component store that could also be contributing to the upgrade failure.

My goal is to move from my current Windows 11 24H2 Insider Preview build to the normal/stable Windows 11 24H2 production build, while keeping my files, applications, and settings.

Could the DISM/SFC corruption or the issues with UAC/MMC be related to the 0xC1900101-0x20017 SAFE_OS/BOOT upgrade failure?

What would be the recommended way to diagnose and repair these issues and successfully move to the stable Windows 11 24H2 release without performing a clean installation?

    Hi,

    Thanks for everyone's response and helping me throughout this. I tried a new approach of using a bootable media USB and it worked. Had to reset my files but files but D: drive stayed.

    Anyways, Appreciate the help from you guys! Hope you guys have a great day!

    Hi Ramkumar,

    24H2 is going to reach EOL on

    10/13/26, so I would update to 25H2

    by using the Media Creation Tool and

    doing an in place update.

    Download and mount the ISO, then open the

    folder and run Setup from there.

    Hi Ramkumar,

    Which exact Insider build are you

    currently on? Use WIN+R, type winver

    for the build #.

    The latest 24H2 is currently 26100.9267.

    As a Release Preview build that is considered

    a stable build.

    Hi Ramkumar Rajkumar,

    In-place upgrade from Insider build to normal build sometimes cannot perform if the normal build has lower number than the Insider one.

    Regarding the error code 0xC1900101, your system might have corrupt file.

    Please try fixing issues by reinstalling the current version of Windows following this article: Fix issues by reinstalling the current version of Windows.

    Then try the In-place upgrade again.
