Yes, in most cases you do not need to convert the file. Publisher 2010 and Publisher for Microsoft 365 normally use the same .pub file format, so first try opening the Microsoft 365 file directly in Publisher 2010.

Before doing this, make a backup copy of the original file. If Publisher 2010 opens it, use File > Save As and save a new copy. Check the pages carefully because any newer fonts, effects, templates, or design features may look different or may not be editable in the older version.

If Publisher 2010 displays “Publisher cannot open the file,” there is no separate “Save as Publisher 2010” option in the current version. In that situation, you can save the publication as a PDF for viewing or printing, but the PDF will not remain fully editable as a Publisher document. The steps are File > Save As, then select PDF as the file type.

Also, please note that Publisher 2010 is retired and no longer receives security updates or technical support.
