I bought an OEM key for this PC that I just formatted (without changing any hardware), and I get this error code and Windows won't activate.

Windows 11 Enterprise LTSC is a volume licence version of Windows used by large organizations in mission critical environment, it is not a consumer licence, are you a home user, if so, you will not be able to re-activate that licence, it would be best to contact the seller to get a refund, they should not be selling that type of Windows licence to the general public.
