Addition of "If you have a similar problem ..." to the existing Question Locked banner

Many users are lead to an old Q&A Question by a Search or AI reference because they have the same or similar problem. But the current Locked banner doesn't give them any advice on what to do next.

Suggest that the banner be modified to include something along the lines of

If you have the same or similar problem, use the "Ask a Question" button at the top of this page to start a new Question and include the details of your specific problem.
