Incorrectly flagged for unusual activity when going through AI 103 courses

I am going through the AI-103 courses and exercises. Each exercise recommends creating a Foundry project at the start and then deleting the resources once the exercise is finished. Now, however, when I try to deploy a new Azure OpenAI model such as gpt-5-mini, I get the error shown in the screenshot. It appears my account has been flagged for suspicious activity, even though all I have done is follow the instructions provided in the exercises. I am hoping to take the AI-103 exam soon, but this is becoming a blocker in my preparation. I can confirm there is no issue with my subscription or billing, since I can create other resources — such as Blob storage — without any problems. I am also not using a VPN. Also, when I try to create a support ticket, I am prompted to go for the paid support service as this is a technical issue. Why should I pay if I am just following instructions in the courses for AI 103 on MS Learn?

    • as per my understanding may be blocked from Microsoft reason behind most of the users using this model from same like AI-103 course users.

    5. Problem type: Account or subscription access / Subscription unblock / Security review
