If Norton is interfering with other security applications or showing unwanted pop-ups, I recommend using Norton's official removal tool rather than trying to remove the software manually.
You can download the Norton Remove and Reinstall Tool from the official Norton support page:

Run the tool as an administrator and select Remove Only when prompted. Once the removal is complete, restart the computer.
After restarting, I would also check Settings --› Apps --› Installed apps and search for "Norton". If you have additional Norton products installed, such as Norton VPN or Norton Utilities, remove those as well.
You can then open Windows Security --› Virus & threat protection --› Manage providers and verify that Microsoft Defender Antivirus is active and that Norton is no longer registered as the antivirus provider.
I would avoid manually deleting Norton folders, services, drivers, or registry entries. Antivirus products install components at several levels of Windows, and manually removing individual files can leave behind services or drivers and potentially cause other issues.
If you want to make sure the system is completely clean, you can also check for remaining Norton services, scheduled tasks, drivers, startup entries, and Defender exclusions after the official removal has finished.
