Azure AI Speech issues

The “Select a resource” message means Speech Studio currently can't find an Azure AI Speech/Foundry resource that your account is authorized to use. Speech Studio requires access to a Speech-capable Azure resource before you can use features such as Audio Content Creation.

Since you're using an organizational Microsoft account, I'd first check these two things:

• Verify the Azure directory. In Speech Studio, select your profile in the upper-right and check Current directory. If your organization has multiple Microsoft Entra tenants/directories, switch to the directory containing your company's Azure subscription and Speech resource. Microsoft specifically recommends this when an existing Speech resource doesn't appear.
• Ask your Azure administrator whether a Speech resource already exists. If one exists, they can grant your account access through Speech resource → Access control (IAM). For Speech workloads, Microsoft recommends the Speech-specific RBAC roles. Cognitive Services Speech User provides Speech synthesis access, while Cognitive Services Speech Contributor provides additional create/edit/delete permissions for Speech projects and resources.

If no Speech resource exists, someone with the appropriate Azure subscription permissions will need to create a Foundry resource for Speech. Microsoft lists an Azure subscription and a Speech-capable Foundry resource as prerequisites for using Speech services.

Since you're trying to generate audio from meeting transcripts, once access is granted, you should be able to select that resource in Speech Studio → Audio Content Creation and use text-to-speech. Microsoft documents Audio Content Creation as the no-code tool for generating speech audio.

If your organization has moved to Microsoft Foundry, an administrator can also connect the existing Azure Speech resource to a Foundry project under:

Management center → Connected resources → New connection → Azure Speech

You can then use the Speech playground from that project.

So don't create another resource until you've confirmed with your Azure administrator whether your organization already has one. If a Speech resource exists but isn't showing, check directory selection and RBAC permissions first.
