The "Everyone except external users" group is designed to grant access to all internal users in your Microsoft 365 organization while excluding guest accounts. If only certain users are unable to access the SharePoint site, the issue may be related to the affected user account, unique permissions configured on the site content, or additional access restrictions applied to the site.
To isolate the cause of the issue, please follow the steps below:
- Open the SharePoint site and navigate to Settings > Site permissions.
- Select Advanced permission settings, then choose Check Permissions.
- Enter the affected user's work account and select Check Now.
- Verify whether the user is receiving permissions through Everyone except external users, another SharePoint group, or a direct permission assignment.
- Review the permissions on the affected library, folder, file, or page via Manage access and confirm that permission inheritance from the parent site has not been broken.
- Ask the affected user to access the site using an InPrivate/Incognito browser window and ensure they are signed in with the correct organizational account.
- If the user's account was recently recreated, renamed, restored, or modified through directory synchronization, remove the user from the site permissions and grant access again.
