Azure OpenAI deployment blocked by error 715-123420 — request RTFP review

I cannot deploy an Azure OpenAI model in Microsoft Foundry. Both Azure CLI and the signed-in Foundry portal immediately return error 715-123420 or the equivalent “unusual activity” message.

I verified that the subscription is active, I have Owner access, Microsoft.CognitiveServices is registered, and the Foundry account and project were created successfully. GPT-5 mini version 2025-08-07 using Global Standard has sufficient quota. The attempted capacity was 10K TPM. No model deployment was created.

This appears to require review by Microsoft’s Real-Time Fraud Protection or account-protection team. I use the Basic support plan and cannot open a technical support ticket. Could a Microsoft moderator initiate an internal escalation?

I can provide the subscription ID, tenant ID, full resource ID, timestamps, and screenshots privately.

    Error 715-123420 has been reported in other Foundry deployments as an account/subscription protection block rather than a quota, RBAC, or model configuration issue. Similar cases on Microsoft Q&A have required a Microsoft-side review before deployments worked again.

    Since you have already confirmed the subscription, permissions, provider registration, and quota, I would avoid repeatedly recreating or retrying the deployment. A Microsoft moderator may be able to help route the case internally, so keep the subscription ID, tenant ID, resource ID, UTC failure timestamp, and correlation/request ID ready to provide privately if requested. Do not post those details publicly.

    You can also try Azure Help + support using the subscription/account support path; Microsoft confirms subscription management support is available to all Azure customers even without a paid technical support plan.
