Outlook automatically restores Deleted Junk maik after it has been reported, blocked, same addresses, same everything,

I have and still have been getting my deleted junk mail, restored back to my junk mail folder. The amount keeps going up and down repeatedly even after reporting spam/phishing, blocking, etc. Is there/will be a fix for this??
