For the same Dell PC with only the system drive replaced, the supported activation paths are:
- Verify the installed edition matches the license.
- Go to Start > Settings > Update & Security > Activation.
- Confirm the installation is Windows 10 Home. If the edition does not match the license, Windows will not activate.
- Enter the product key again from Activation settings.
- Go to Start > Settings > Update & Security > Activation > Change product key.
- Enter the recovered Windows 10 Home retail key.
- Run the Activation troubleshooter.
- Go to Start > Settings > Update & Security > Troubleshoot.
- This requires an administrator account, is available only while Windows is not activated, and Windows activation requires an internet connection.
- If online activation still fails with 0x803F7001, use the Installation ID / Confirmation ID method from an elevated Command Prompt:
- Open Command Prompt as administrator.
- Run
SLMGR /dtito display the Installation ID. - Go to the Product Activation Portal at
https://aka.ms/WindowsActivate. - Sign in, select Activate a Microsoft Product > Windows > Windows 10.
- Enter the Installation ID and submit it to receive the Confirmation ID.
- Back in Command Prompt, run
SLMGR /atp <enter your Confirmation ID>. - Verify with
SLMGR /dli.
- If the troubleshooter and Confirmation ID method do not reactivate Windows, contact Microsoft customer support.
- The support guidance for activation issues explicitly says to contact customer support when the troubleshooter cannot fix the issue.
For 0x803F7001, Microsoft states this means a valid license could not be found. On a previously activated Windows 10 PC, that can happen after hardware-related licensing checks fail, and the documented next steps are to use Change product key, run Troubleshoot, or purchase a license if no valid transferable license is available. In this case, since the motherboard was not replaced and the key is accepted but activation still fails, the next supported escalation is customer support.
