I'm unable to activate Windows 10 which I downloaded to boot up a new hard drive on my Dell desk top

My original hard drive failed (froze) . I replaced it with a SSD drive and downloaded a bootable windows 10 operating system.

I've been trying for several days using windows instructions to activate it without success. I need to speak to a technician. slui 4 isn't producing the telephone activation screen. This is the same Dell XPS and the motherboard has not been replaced. I replaced only the system drive and clean installed Windows10 Home. The previous installation on the old drive is activated. I recovered the windows 10 Home Retail product key from that installation. The new installation accepts the key, but online activation fails with error Ox803F7001. The installed key shows RETAIL channel. slmgr /dlv identifies it as a Retail channel key, but activation returns Ox803F7001. I need the existing license reactivated on the same computer

    Post here a screenshot of the slmgr /dlv command window (there is no secret information there). Also, please specify - was Windows 10 pre-installed (OEM) initially, or did you purchase it separately from your PC?
