Partner Center account verification blocked (ref 715-123160) — and cannot create a support request

I'm completing Partner Center account verification (Developer / Microsoft 365 and Copilot) to publish a free Office add-in to AppSource. After updating my Legal business profile and submitting, I get: "Microsoft runs on trust… your request was blocked," reference number 715-123160, and my Legal info update does not save. When I try to open a Partner Center support request, it fails repeatedly with "There was an issue creating your service request. Please wait 10 minutes and try again." I've already completed identity verification (Verified ID via AU10TIX). Account type is Company (sole proprietorship, India). Could a Microsoft engineer review the block on ref 715-123160 and advise?     Hi Krupal,

    Reference 715-123160 indicates that Microsoft’s automated trust review blocked the legal-profile update. Completing AU10TIX identity verification does not complete the separate business and employment checks.

    For a sole proprietorship, ensure the legal name, address and business email match your Indian registration documents exactly. Avoid repeated submissions, as only Microsoft’s Partner Vetting team can review or remove this block.

    Since the Partner Center form is failing, use the direct Microsoft Marketplace Publisher Support route and select onboarding/account verification. Include reference 715-123160, the transaction/correlation IDs, UTC timestamp, tenant ID, screenshots and the support-form error. A browser HAR or Problem Steps Recorder file may also help Support diagnose why the request cannot be created. Share legal documents only through the private support case.
