It's not a quota, region, config, or permissions problem. It's Azure's Real-Time Fraud Protection (RTFP) system flagging your subscription for "unusual activity", usually triggered on a first-ever Azure OpenAI/Cognitive Services deployment on a subscription, or shortly after converting from free trial to pay-as-you-go. The message text ("unusual activity detected... contact support") is the giveaway.
What won't fix it: retrying, switching regions, or deleting and recreating the resource. Several people have tried all three, and it made no difference, and in at least one confirmed case, deleting and recreating actually made the flagged pattern look worse. Don't go down that path.
The block has to be manually reviewed and released by an internal Microsoft team, it's not self-service from the portal or CLI, regardless of support plan. I will escalate this thread and get it reviewed by the product group.
