To better understand your scenario, could you please provide the following information?
-Does the issue also occur when using Teams on the web?
-Are you experiencing the issue on the Teams desktop app, mobile app, or both?
-Were you able to use the GIF option previously?
In the meantime, please check the following:
- Check Optional Connected Experiences
Please verify that Optional Connected Experiences are enabled for your account, as GIPHY is used to provide GIF content in Teams.
- Check the Messaging Policy
-In the Teams Admin Center, select Users > Manage users.
-Search for and select your user account to open the details, then select Policies > Messaging Policy.
-Click on the messaging policy assigned to your account.
-Once the policy details are open, scroll down and verify that Giphy in conversations is turned On.
