Test Entra group creation getting failed

Access denied or Insufficient privileges to complete the operation during Microsoft Entra group creation usually means one of these conditions applies:

1. The account does not have a required role.
   • To create groups in the Microsoft Entra admin center, at least Groups Administrator or User Administrator is required.
   • For role-assignable groups, Privileged Role Administrator is required.
2. Group creation is restricted for non-admin users.
   • In Microsoft Entra admin center go to Entra ID > Groups > All groups > General (Settings).
   • Check whether these settings allow creation:
     • Users can create security groups in Azure portals
     • Users can create Office 365 groups in Azure portals
   • If these are off, non-admin users can be blocked from creating groups.
3. If creating a dynamic group, verify prerequisites.
   • Dynamic groups require Microsoft Entra ID P1 or P2 Premium.
   • The user must also have permission to create groups.
4. If the tenant uses a group naming policy with user attributes, GDAP administrators can’t create the group in that scenario.
   • Use an administrator account in the target tenant instead.
5. Check the group name.
   • The group name can’t start with a space.
6. Retry after role or settings changes.
   • Sign out and sign back in, then go to Entra ID > Groups > All groups > New group.

If the failure is specifically for a dynamic group in PowerShell and the error mentions max groups allowed, the tenant may have reached the dynamic group limit and some existing dynamic groups must be deleted before creating new ones.
