Does Microsoft for Startups count workloads per resource instance or per unique service type?

Hello, quick question about the MFS workload definition. I’m trying to confirm whether two identical App Service instances (in the same or different subscriptions) count as one workload or two toward the 60‑day ≥$1/day requirement. Context: enrolled in Microsoft for Startups; tracking daily costs in Azure Cost Management. Example from my billing: 2026-08-24 Azure App Service (cogsiq-api-prod) $1.35 2026-08-24 Azure App Service (cogsiq-web-prod) $1.10 Can someone point to the exact MFS doc language or an official support statement that clarifies whether each resource instance counts separately?
