Sticky Notes is still supported on iPad, so this is not a limitation of your 10th-generation iPad. Microsoft’s current instructions say it should be available in OneNote for iPad.
Please first tap your profile picture in the upper-left corner of OneNote. In the newer iOS interface, some users have found Sticky Notes there instead of as a separate button. A similar case was reported recently here: https://learn.microsoft.com/en-us/answers/questions/5816105/sticky-notes-in-onenote-app-for-ios-missing
Also make sure the iPad is signed into the same Microsoft account as your iPhone and update OneNote from the App Store.
If it still does not appear, you can confirm that your notes are syncing by opening Sticky Notes on the web: https://www.onenote.com/stickynotes
If the notes appear on the web but not on the iPad, please let me know what options you see after tapping your OneNote profile picture, and we can narrow it down further.
