An Azure service that is used to implement corporate governance and standards at scale for Azure resources.
Hello @Mark Phillips
Thank you for contacting Microsoft Q&A Support.
If your Azure account is associated with an expired MSDN / Visual Studio Professional subscription and is currently in a disabled state, the account and associated payment method cannot always be deleted immediately. The payment method can only be removed after all billing and subscription requirements have been satisfied. This includes ensuring there are no active subscriptions, outstanding charges, pending invoices, or recurring services associated with the account
If you still have access to the Azure portal, please:
- Sign in to Azure Portal.
- Navigate to Cost Management + Billing > Payment Methods.
- Check whether the credit card shows a Delete option.
- If the option is unavailable, review any listed conditions preventing its removal, such as active subscriptions or pending charges.
If the subscription is disabled and you are unable to remove the payment method yourself, or if you no longer have access to the account, we recommend contacting Azure Billing Support for assistance. Billing support is available even without a paid support plan.
You can create a billing support request here:

I hope this information helps. Please let us know if you need any further assistance with this issue. We will be happy to assist you.
Regards,
