Your Windows might have corrupt file system and lead to the situation.
Please try fixing your system by reinstalling the current version of Windows following this article: Fix issues by reinstalling the current version of Windows.
If the problem persists, please try performing an In-place upgrade.
Disclaimer: Let’s try performing an in-place install or in-place upgrade which will refresh your Windows files and operating system without removing files or applications. After the In-place upgrade is done, your system will get 25H2 without recent updates and you will need to run Windows Update to get the latest build.
