Thank you for the detailed report and the careful, controlled testing you described.
I re-tested both the Download Center page (item 30688) and the direct hosted endpoint for cpdksetup.exe from my side. In my checks, the Download Center page loads normally and the direct download endpoint currently responds with HTTP 200 and successfully serves cpdksetup.exe. Another community member on this thread also reported a successful download of the file.
Based on this, it appears the HTTP 404 you encountered was most likely a transient or region/CDN-node–specific condition on download.microsoft.com at the time of your request, rather than the CPDK package being retired, relocated, or superseded. I did not find any official documentation indicating that CPDK Version 8.0 has been replaced or moved, and item 30688 remains the current official acquisition path.
Could you please try the download again from your environment? If it still returns 404 for you, it would help to know:
- your approximate region / the closest CDN edge,
- whether it fails through a proxy/corporate network vs. a direct connection, and
- the exact timestamp of a fresh failing request,
