Azure DevOps cannot detect my active Azure for Students subscription when creating a new organization

I am trying to create a new Azure DevOps organization. During the organization creation process, Azure DevOps asks me to select an Azure subscription for billing, but it displays the following message:

“We couldn't find any subscriptions you have access to.”

However, I have already verified in the Azure Portal that my Azure for Students subscription exists and is working correctly:

  • Subscription: Azure for Students
  • Status: Active
  • My role: Owner
  • Current cost: $0.00
  • The student credit is active and available.

I have also signed out and signed back in to refresh my session, but Azure DevOps still does not detect the subscription.

As a result, I cannot complete the creation of the Azure DevOps organization.

Has anyone experienced this issue with an Azure for Students subscription?
