Yes. An Azure for Students subscription is a supported subscription type for creating an Azure DevOps organization.
For this specific symptom, the documented causes and fixes are:
- Refresh the directory sign-in token in Azure portal
This is the most common cause, especially in cross-tenant scenarios.
- Sign in to the Azure portal.
- Select Settings.
- Select All Directories.
- Find the directory that owns the Azure for Students subscription and select Switch.
- Complete the sign-in prompt again.
- Return to Azure DevOps and try creating the organization again.
- Confirm subscription prerequisites
Verify that:
- The subscription is in the Azure public cloud.
- The subscription is not disabled or past due.
- Access is at least Contributor or Owner. In this case, Owner already satisfies that requirement.
- If the subscription still does not appear, check for token/cache issues
Azure DevOps can keep an old cached token.
- Sign out of Azure DevOps Services and sign back in.
- Clear browser cache and cookies.
- Retry the organization creation flow.
- If many subscriptions are associated with the account Azure DevOps subscription pickers can omit some subscriptions when more than 50 Azure subscriptions are associated with the account. In that case, use a separate native Microsoft Entra user in the subscription’s tenant with the required permissions, then sign in with that user and create the organization.
Also note:
- Azure DevOps organization creation must be done manually through the web portal.
- A new organization includes free tier benefits, but an active Azure subscription is required to create new organizations.
