No longer able to save WORD file as "TXT" on Mac

For the past few weeks, all of a sudden I have noticed that I can no longer save a WORD file as "TXT". This is something I have to do for my work, it has to be a "TXT" file formatted as UTF-8, for reasons too long to explain here, related to Chinese translation issues. Super frustrating. I will follow the usual procedure: Open a file in WORD, click "save as" and select "plain text (txt)" as the option. When I do that, I get a pop-up message that says that I cannot do that with this file. See picture. I have tried everything. Please help....     This issue has been reported to Microsoft. Being a former Microsoft MVP, I no longer have access to the Office team, but other contributors in Q&A would know more.
